Republic got the comic strip and promptly discarded most of it, keeping the square jaw and inventing the rest: Tracy's brother brainwashed by a villain called the Lame One, a flying wing droning over the city, and fifteen chapters of pursuit. Ralph Byrd was so thoroughly convincing that he went on playing Tracy for the rest of his career because audiences would not accept anybody else. The detective's first appearance on a screen anywhere.

The contrast is the strongest part of the evidence: in those same volumes Republic renewed the sequels — Dick Tracy Returns (R391799, R394248) and Dick Tracy's G-Men (R393738 et seq.) — while filing nothing for this 1937 original. A proprietor actively renewing its serial library did not renew this one. The check treats OCR absence as strong evidence corroborating the decades-long PD distribution consensus, not as sole proof; final sign-off re-reads the window at torrent-publish time.
